This fabric is just  crazy gorgeous and so soft, it is a velvet printed border, made in France by Textile artist Odile Bailloeul who designed this little pencil pouch using 1/2 the border, which means you can make 2 with 1 velvet border pack 

The instructions work best for the 5 "wide, other wise you can adjust the pattern too.

you just need a 10 or 14" Zipper, some lining fabric, 4" of a narrow ribbon for the little tabs and a bit of interfacing
